A jaw-dropping incident has left a two-wheeler rider in Bihar bewildered and scratching his head in confusion after he was issued a traffic challan for not wearing a seatbelt! Yes, you read that right – a seatbelt on a two-wheeler!
Krishna Kumar Jha, who was traveling on his trusty Scooty to Varanasi, received a message that a whopping ₹1,000 challan had been issued against his name for a violation in October 2020! However, the catch here is that his vehicle does not even have a seatbelt!
When Mr. Jha dug deeper, he found out that the challan had already been paid, and he had no clue about it. On the other hand, the traffic police officials stated that the manual challan might have been issued due to an error. One wonders if the traffic police need a lesson on the basic anatomy of a two-wheeler!
a similar incident from Odisha in February has come to light where a man was fined ₹1,000 for not wearing a seatbelt while riding his two-wheeler. However, when Abhisekh Kar checked the e-challan, he found out that the photo was of someone else! Talk about mistaken identity!
Mr. Kar then went on a mission to alert the officials of the Ministry of Road Transport and Highways and the local transport officials about the error.
The Facts of the Matter
A two-wheeler rider in Bihar, Krishna Kumar Jha, received a traffic challan for not wearing a seatbelt. But here’s the kicker, he was riding a Scooty – a scooterette, mind you! One wonders if the traffic police were suffering from a severe case of Monday blues or if they need to enroll in a Basic Vehicle Anatomy 101 course!

Man Receives Challan of Rs 1,000
As if that wasn’t enough, Mr. Jha received the notice while traveling on a train to Benaras (Varanasi), making him wonder if the traffic police were playing some kind of twisted game of ‘chase me if you can’! But the real shocker was when he discovered that the ₹1,000 challan had already been paid! Was this a classic case of mistaken identity, or had the traffic police been swept away in a technology-induced frenzy?
“Had scooter, got challan for seatbelt”
“I have a Scooty (a scooterette). On April 27 I was going to Benaras (Varanasi). When I was in the train, I got a message that a ₹ 1,000 challan has been issued against my name. When I saw the details it mentioned that it was for not wearing a seatbelt in October 2020,” Jha was quoted saying by PTI.
“To my knowledge no such thing had ever happened,” he added.

Cop Gives Insight
Balbir Das, an official of the Bihar Traffic Police, claimed that the manual challan may have been generated due to some kind of error. “The challan that Mr Jha received was issued manually. Now, we are in the process of converting all these into e-challans. I will get it checked that where did the error happen,” Balbir was quoted by PTI.
Not First Such Incident
This is not the first time such an incident has occurred! In February, a man from Odisha was fined for not wearing a seatbelt while riding his two-wheeler. Sounds normal, right? Wrong! The photo on the e-challan was of another person!
Abhisekh Kar, the hapless rider in Odisha, took matters into his own hands and alerted the officials of the Ministry of Road Transport and Highways, and the local transport officials about the error.
