After a challenging first tenure as chief minister, Kalyan Singh was re-elected in 1997 as part of a power-sharing settlement between the BJP and the BSP. After the BSP dropped its backing from the government, he remained CM since a portion of the Congress-backed the Kalyan Singh government.
