In a horrific incident that emerged from Punjab’s Ludhiana, a man was booked for raping his live-in partner’s 10-year-old daughter. The accused has been identified as 38-year-old man Vishal Kumar who’s a resident of Sherpur village in Jalandhar, about 60 kilometers from Ludhiana. The FIR was filed by the police after the victim’s mother made a complaint at the police station, alleging that the man had threatened the victim to not talk about the incident to anyone. A search is on for the man who reportedly left the home where he lived after his partner confronted him about the matter. The police have booked the man under the Protection of Children against Sexual Offences Act (POCSO) and sections from the Indian Penal Code.


According to the National Crime Records Bureau, Ludhiana leads the state’s districts in crimes against women. Ludhiana is one of the most populous districts in the state and is also an industrial hub, referred by the BBC as Indian Manchester once.

In 2020, Punjab reported as many as 4,838 cases of crimes against women in 2020. Ludhiana accounted to almost 8.6% of the cumulated cases with 418 cases registered in the district’s Commissionerate. Meanwhile, Patiala, Jalandhar and Amritsar reported 340, 221 and 227 cases respectively.

It should be noted that Ludhiana reported a much higher number of crimes against women cases in 2019 and 2018 with 595 and 662 such cases. What makes the situation concerning is that in 2020, Ludhiana also reported as many as 74 cases of minor victims that came forward and had accused booked under the POCSO Act.

In the similar vein, another shocking incident was reported earlier this week with a 38-year-old man raping a 10-year-old girl.

The Facts of the Matter

The Ludhiana Police booked a 38-year-old man for allegedly raping the minor daughter of his live-in partner. The accused has been identified as Vishal Kumar, and the victim’s age has been reported as just 10-years. The blood-curdling incident was brought to light after the victim’s mother took to the police station and filed a complaint against her live-in partner.

Duo Gets Into Relationship, Woman Worked as Labourer

In her complaint, the victim’s mother mentioned that she was deserted by her husband six years ago and had since been raising her daughter alone. She met the accused about two years back who back then used to work as a driver. The duo then decided to be together in a live-in relationship.

The woman further added that after the accused lost his job a few months ago, he used to spend a lot of time alone at the home. Meanwhile, it was the woman who tried to run the family working as a labourer.

Victim Tells Mother about Rape, Accused Flees

The victim’s mother in her complaint shared that earlier on Monday, January 10, her minor daughter confronted her and told her that the accused had raped her. The daughter also told her mother that the accused threatened her to not tell the incident to anyone. According to a Hindustan Times report, the man fled as soon as the woman tried confronting her about the incident.

A Tribune India report quoted the victim’s mother saying, “Considering her a true man, I along with my daughter started living with him in a live-in relationship. Vishal had promised that he would take care of my daughter as his real daughter but I could not judge his real intentions.”

Case Registered by Police, Accused On the Run

Meanwhile, a case has been booked against the accused by the Moti Nagar police station. According to Station House Officer Ravinder Kumar, the accused has been booked under multiple sections of the IPC and POCSO Act.

This includes Section 376 (Punishment for rape) of IPC and the Section 6 (Punishment for aggravated penetrative sexual assault) of the POCSO Act.
